WebPlus X4: Anchors don't work

I have created many anchors on different websites using WebPlus X4 and they all work. Similarly I created anchors on the English version of this site and they work well: http://www.sdutsj.edus.si/English_O_DRUSTVU.html

I did the same on the Slovene version of the same site but the anchors don't work: http://www.sdutsj.edus.si/O_DRUSTVU.html

What went wrong? Is there a bug perhaps?
