WebPlus X6: Another...Can this be done in Webplus thread.

Hi all.....wondered if any of the technical whizkids here could tell me if this Green Moving Footer Style shown here http://2013.bestival.net/line-up can be achieved in Webplus without using flash? Any help/advice would be greatly appreciated!
