Creating a scrolling section where both the pictures and words scroll

Not sure of the correct term for this so its tough to search for.

I understand how to create a text box that allows the text to scroll with a slider on the side, but I want that same thing to happen with a combination of text and pictures.

Basically I want to keep all of my pages with one master page and which is set to say a height of 1000 pix. When it comes to page content that is 2000 in height I want it to fit on that same page and have a vertical scroll bar on the side.

I cant find the way to make this work for a combination of text and pictures.
